As an Economic Development District partially funded by the Economic Development Administration (EDA), Region 9 publishes and maintains a Comprehensive Economic Development Strategy (CEDS). The CEDS includes three main components: Community Profiles, Strategic Planning, and the Community Development Action Plans (CDAPs). Based on the Colorado “Bottom Up” process promoted by Governor Hickenlooper, Region 9 EDD incorporated the county and regional priorities from the Blueprint in the latest CEDS update.
The “Bottom Up” Economic Development Initiative occurred in early 2011 with a series of county and regional meetings. The State released their Colorado Blueprint this summer. The Blueprint outlines the steps to be taken by the Hickenlooper Administration to support and promote economic development across Colorado. More information is available at this website.
The State process and proposed legislation calls for “Regional Economic Development Partnership Boards” as part of the communication, accountability, and ongoing monitoring and implementation of the identified Blueprint priorities. Region 9 EDD proposes to integrate the Federal CEDS process with the State Bottom Up Blueprint process and evolve the existing CEDS Advisory Committee to also serve as the State Regional Partnership Board.
The CEDS Advisory Committee is set up very similar to the proposed Regional Partnership Board. The Advisory Committee oversees the development of an accurate, unbiased, comprehensive, collaborative and balanced document that describes and informs the communities within Region 9 about their economic development strategies, priorities, goals and challenges.
The Economic Development Administration (EDA) requires that the Committee be composed of 51% private sector representatives (executives holding a key decision-making position, with respect to any for-profit enterprise) and the other 49% should be representatives of other economic interests such as public officials, community leaders, workforce development boards, institutions of higher learning, minority and labor groups, and reflect the cultural diversity of southwest Colorado. |
