Request for Proposal
The Town of Pagosa Springs, Colorado is accepting SEALED REQUEST FOR PROPOSALS from qualified design and construction firms for professional services consisting of the planning, design and construction of an irrigation system for a multi-purpose athletic field. South Park is located at the intersection of 8th Street and Apache Street.  General information is available by contacting the Town of Pagosa Springs, P.O. Box 1859, Pagosa Springs, Colorado 81147 or (970) 264-4151 ext. 250.  Electronic copies of the RFP can be obtained from the Town website at www.townofpagosasprings.com.  Sealed bids will be received until 3:00 pm (MST), July 15, 2008, at which time they will be publicly opened.

I. PROJECT DESCRIPTION
The construction of the multi-purpose athletic fields at South Park will greatly improve the ability of the Town of Pagosa Springs to provide sport opportunities to the community.  The Town, at the South Park site, is currently in the process of completing the drainage and final grade work estimated to be completed by the end of June 2008.  RFP specific tasks and amenities include the design and installation of irrigation equipment completed by the end of Aug. 2008.  The soil preparation and seeding will be the responsibility of the Town of Pagosa Springs

The total funding of the South Park Project is $50,000.

II. ABBREVIATED SCOPE OF WORK
This abbreviated scope of work should not be construed as being final and comprehensive.  A final scope of work will be prepared during negotiations with the selected firm.  The selected firm will be required to provide the following services as needed on this project:
  1. Compile and evaluate existing information.
  2. Perform all necessary field survey work to prepare preliminary designs, specifications and associated irrigation plans.
  3. Prepare all the necessary design documents for improvements to the infrastructure that will meet the Town's standards and include cost estimates.
  4. Coordinate review and approval of the plans with the Town of Pagosa Springs.
  5. Prepare construction plans, specifications, any special provisions and provide a probable estimate of costs.
  6. Attend meetings related to this project as required.
  7. Provide cost estimates for construction in sufficient detail.
III. SUBMITTAL REQUIREMENTS
Please provide (3) copies of your response and include the following:
  1. List the name of the firm, address, contact person, phone number and email address.
  2. Firm's Capabilities -- Briefly describe three similar projects that your firm has completed in the last 5 years.  Provide references for each project.
  3. Fee Schedule -- Provide a fee structure that includes design, hourly rates for your project team, contract negotiation.
  4. Active Contracts -- List your current projects where your firm is the prime consultant.
IV. EVALUATION CRITERIA
Evaluation of the submittals will be based on the following:
  • Firm's Capabilities -- experience with similar projects
  • Project Features
  • Fee Schedule
  • Project Schedule
  • Local Knowledge
  • Active Contracts
V. INTERVIEW PHASE REQUIREMENTS
Interviews will be required of the short-listed firms. A tentative schedule has been established the week of July 15, 2008.

VI. CONCLUSION
This request for proposal does not commit the Town of Pagosa Springs to award a contract, or pay any cost incurred in the preparation of proposals to this request.  The Town of Pagosa Springs reserves the right to accept or reject any of all proposals received as a result of this request, in the best interest of the Town of Pagosa Springs.
